P B - I'm unsure what you are referring to here but ownership and registration of a right are two distinct things so for example the ownership of land can change but the right remains. Looking at our enquiry records I can see that you have exchanged a number of emails and phone calls with us where quite extensive advice has been provided, including seeking legal advice.
It appears from the information provided that someone may have built on land and restricted the right to which you refer. If that is the case then it is a legal matter, not a registration matter, and if your right is being restricted in some way then it is legal action you now need to take to restore your ability to exercise the right.
We are a registration authority and can supply information on the registered details including land/property ownership and any registered rights. The legal interpretation and enforcement of such rights is a matter for the individual landowners and if necessary, the courts
